Open Enrollment for the 2025-26 School Year

Open Enrollment allows parents/guardians who reside within the Huntington Beach City School District (HBCSD) boundaries to apply for their student(s) to attend a school other than the one assigned to them by residential address.  In accordance with the Open Enrollment Board Policy, if approved for this transfer, the new school becomes the student’s school of residence as long as the student continues to reside within the District’s boundaries.


The Open Enrollment application period for the 2025-26 school year begins on Tuesday, February 11, 2025, at 8:00 am and ends on Friday, February 21, 202, at 4:00 pm. To complete the online application, please visit the Student Transfers website.


Below are some important facts regarding Open Enrollment:


  • This process is for new requests only. Students who already have an approved open enrollment transfer and wish to remain at their current school do not need to submit a request for the 2025-26 school year.

  • Transportation to the requested school is not provided, and a permit may be revoked if tardies or late pick-ups occur.


  • The transfers will begin in the 2025-26 school year and are permanent.


  • This opportunity is only available for HBCSD resident families. You must apply for an interdistrict transfer permit if you reside outside our boundaries.  


  • Permits are granted based on space availability.  There is no guarantee that students in the same family will be accepted into the school, but every effort will be made to keep siblings together.  


Many of our schools are at enrollment capacity; therefore, the number of students that can be accommodated is limited to the available space allowed by the student-to-teacher ratio.  A computerized random selection process will determine placement at the school of choice from the eligible applicant pool.  There is a chance a student will not receive his/her requested school.

Please note: Students currently residing within a school’s attendance area will not be displaced by students requesting transfer from another attendance area.
