In 2013, the state of California adopted a new formula for funding public education called the Local Control Funding Formula (LCFF). As part of the LCFF requirements, school districts must develop, adopt, and annually update a three-year plan called the Local Control Accountability Plan (LCAP). The LCAP describes goals, actions, services, and expenditures that meet state and local priorities in serving students.
Input from our educational partners is a key feature of LCFF. The district provided an LCAP Survey from March 4 through 29, 2024 to our educational partners via social media, the district website, and ParentSquare emails. The survey gathered community input regarding views on school climate and safety, areas of student success and challenges, quality of instruction and student supports, and opportunities for parental involvement, engagement and decision-making. Additionally, the district provided the California Healthy Kids Survey- student, parent, and staff modules-to all educational partners via district website and ParentSquare emails from February 26 through March 1, 2024, which also gathered input regarding school connectedness, school climate indicators such as caring adults, safe and supportive learning environments, and parental involvement and decision-making. A 20 member LCAP Advisory Committee made up of parents, SELPA representatives, teachers, classified staff, DELAC representatives, district and site administrators met three times to review the results of the ThoughtExchange, relevant data (Annual Update), and provided input on goals, actions and services. DAC/DELAC representatives provided input on June 5, 2023. The district invited all parent and community partners to provide valuable feedback on the 2024-2025 LCAP draft.

Charter Schools
Charter schools receive funding pursuant to the LCFF and must comply with the applicable LCFF provisions. Resources for charter schools, including resources related to LCFF, are available for viewing on CDE’s Charter Schools Division web page.
All charter schools must complete an LCAP and Annual Update, using the LCAP template adopted by the State Board of Education (SBE). (EC sections 47604.33, 47606.5 and 52064). There are no waivers or exemptions to this requirement.
As stated in the LCAP instructions, a charter school may complete the LCAP to align to the terms of the charter school’s budget, typically one year, and submit it to the school’s authorizer. Charter schools must complete LCAP and Annual Update templates each year. Accordingly, a charter school submitting a one-year budget to its authorizer may choose not to complete the year 2 and year 3 portions of the “Goals, Actions and Services” section of the template. If year 2 and/or year 3 is not applicable, the charter school must specify as such.
The term of the charter school’s budget may be one or more years as set forth in the petition or the charter school’s Memorandum of Understanding with its authorizer.
