The purpose of the Huntington Beach City School District District Advisory Committee (DAC) / District English Learner Advisory Committee (DELAC) / Title I Parent Advisory Group is to advise the Board on school programs, as well as programs and services for English learners and non-proficient students including:

• Preparation of the Consolidated Application
• Development of the master plan for English learner program and services, linked with the Single Plan for Student Achievement (SPSA)
• Conducting District and School needs assessments
• Sharing the importance of regular attendance
• Establishing programs, goals, and services for English learners and non-proficient students
• Administration of the annual language census
• Reviewing and commenting on reclassification procedures and written notices to be sent to parents and guardians

The DAC/DELAC/Title I Advisory Committee meets at least three times during the school year at the District Office and all meetings are open to the public. Representatives are identified at each school site and share information reviewed at each meeting.
