Resources for English Learners

HBCSD's Board has approved the reclassification form that outlines our district criteria when recommending an English learner as a Fluent English Proficient student (R-FEP).  The district is identifying English learners who meet the criteria for reclassification, and classroom teachers will need to confirm academic performance to complete the process.

English Learner (EL) Master Plan

HBCSD's Board approved the English Learner Master Plan at the May 16, 2023 Board Meeting. The purpose of the District English Learner Master Plan is to provide an overall strategic plan for the identification, assessment, placement, and reclassification of diverse learners in the Huntington Beach City School District, and to serve as a guide for the ongoing development, implementation, and evaluation of programs and services for English learners.
