June 16

Staff Appointment

The Board approved the appointment of Dr. Jerry Gargus as Director of Educational Services. For more information, read the New Director of Educational Services announcement.

Addendum to Kinetic Academy Charter School Facilities Use Agreement

Under Proposition 39, the District provides Kinetic Academy Charter School with facilities at the Perry Elementary School site, with one-year extensions approved annually since the original 2022 agreement. Addendum No. 4 extends the agreement through June 30, 2027, with a 3% rental increase, bringing Kinetic Academy’s payment to $107,196 for 2026–27. The Board approved Addendum No. 4 to the Facilities Use Agreement.

Education Protection Account (EPA) Resolution

State law requires EPA spending decisions to be made in open session; EPA funds may go toward teacher salaries but not administrative costs. Estimated EPA expenditures are $882,816 for 2025–26 and $875,492 for 2026–27. The Board adopted Resolution 18-25/26 for the Education Protection Account.

Local Control and Accountability Plan (LCAP)

The LCAP outlines district and school goals and how funds for low-income students, English learners, and foster youth will improve services. It was developed with input from ThoughtExchange, an LCAP Advisory Committee, labor associations, PTA/PTSA, and the DAC/DELAC Committee, and has been available for public review since June 10, 2026. The Board adopted the Local Control and Accountability Plan (LCAP).

Local Control and Accountability Plan (LCAP) Every Student Succeeds Act (ESSA) Federal Addendum

The addendum describes how federal Title I, II, III, and IV funds supplement the LCAP to support underserved students. The Board approved the 2026–27 LCAP ESSA Federal Addendum.

Adoption of the 2026-27 All Funds Budget

The Budget followed the required public hearing on June 9, 2026, and has been posted for public review since June 5. Multiyear projections reflect the District’s Community Funded status in 2026–27, as property taxes are expected to exceed the State’s funding entitlement. The Board of Trustees adopted the 2026–27 Budget.

2026-2027 Strategic Plan Priority Goals

The goals align with the District’s five-year strategic plan approved in 2022; an update on 2025–26 goals was presented June 9 ahead of approval. There is no fiscal impact; items with a fiscal impact will come to the Board separately. The Board approved the 2026–2027 Strategic Plan Priority Goals.

Employment Contract Amendments for Superintendent and Assistant Superintendents

Contracts for the Superintendent and the Assistant Superintendents of Administrative Services, Educational Services, and Human Resources renew annually, subject to satisfactory performance evaluations. A 0.5% salary increase, effective July 1, 2025, was triggered when P-2 property tax estimates exceeded the P-1 estimate and was approved for the management team on April 23, 2026. The Board amended the Superintendent’s and Assistant Superintendents’ employment agreements to extend their contracts through June 30, 2029, and incorporate the 0.5% salary increase effective July 1, 2025.
